Publications in data journals describe datasets. Authors provide the details of how the data was collected, processed, file formats used, location of the dataset, etc. The scientific analysis of the dataset or any conclusions resulting from the analysis is not included. A good data paper will allow the reader to understand the when, why and how the data was collected, and what the data is. Some of these journals will host the data.
