Government Technical Reports on the Web
Many government agencies have technical report servers, and they are continually adding historic content so there are many older reports on the Web.
However, if you don't find what you need on the Web, the Marriott Library has a huge collection of technical reports in paper and on microfiche. Finding them in the library can be complicated, so don't hesitate to ask the Subject Specialists for help.
Read Locate Old Tech Reports for more information about finding paper and microfiche copies.
