Utah newspapers are a good entry point for legislative information.  A librarian can help you track down legislative information that was mentioned in news articles.

Reports from public policy research institutes can be a useful source of local informaiton

Research centers that are affiliated with a university or college tend to be more objective.

Some public policy research institutes, often called "think tanks" promote research that promotes a specific political agenda. 

Groups that advocate specific political positions often publish score cards and report cards that evaluate whether votes taken by Utah legislators supported their issues.
